Musrenbang Kelurahan Pangongangan

Musyawarah perencanaan pembangunan (musrenbang) kelurahan adalah forum musyawarah tahunan para pemangku kepentingan (stakeholder) kelurahan untuk menyepakati rencana kegiatan untuk tahun anggaran berikutnya. Musrenbang kelurahan Pangongangan dilakukan 12 Januari 2018 untuk menyusun rencana kegiatan tahunan dengan mengacu/memperhatikan pada rencana pembangunan jangka menengah Kelurahan (RPJMK) yang telah  disusun untuk 5 tahun kedepan.

Musrenbang kelurahan adalah forum dialogis antara pemerintah dengan pemangku kepentingan dari suatu isu/persoalan, kebijakan, peraturan, atau program  pembangunan yang sedang dibicarakan. Dalam musrenbang kelurahan, pemerintah kelurahan dan warga berembug dalam menyusun program tahunan di kelurahan, musrenbang kelurahan menjadi media dialog dan penyepakatan penyusunan program dan kegiatan pembangunan di wilayah kelurahan, baik yang ditangani secara swadaya, melalui pos bantuan daerah, menjadi bagian Renja Kelurahan, maupun diajukan untuk ditangani oleh SKPD lain yang relevan dengan usulan yang ada.

TUJUAN MUSRENBANG KELURAHAN

Tujuan Musrenbang Kelurahan yaitu:

  1. Menyepakati prioritas kebutuhan dan kegiatan yang termasuk urusan pembangunan yang menjadi wewenang kelurahan yang menjadi bahan penyusunan Rencana Kerja Kelurahan.
  2. Prioritas kegiatan kelurahan yang akan dilaksanakan oleh warga kelurahan yang dibiayai melalui dana swadaya masyarakat dan dikoordinasikan oleh lembaga kemasyarakatan di kelurahan setempat.
  3. Prioritas kegiatan kelurahan yang akan dilaksanakan kelurahan sendiri yang dibiayai melalui dana bantuan dari pemerintah kota
  4. Prioritas kegiatan pembangunan kelurahan yang akan diusulkan melalui musrenbang kecamatan untuk menjadi kegiatan pemerintah daerah dan dibiayai melalui APBD kota atau APBD propinsi.
  5. Menyepakati Tim Delegasi kelurahan yang akan memaparkan persoalan yang ada di kelurahannya di forum musrenbang kecamatan untuk penyusunan program pemerintah daerah/SKPD tahun berikutnya.

KELUARAN MUSRENBANG KELURAHAN

Keluaran Musrenbang Kelurahan adalah:

  1. Daftar prioritas kegiatan urusan pembangunan untuk menyusun Rencana Kerja kelurahan
  2. Daftar prioritas kegiatan pembangunan yang akan dilaksanakan secara swadaya
  3. Daftar permasalahan prioritas yang akan diajukan ke musrenbang kecamatan
  4. Daftar nama Tim Delegasi Kelurahan yang akan mengikuti musrenbang kecamatan.
  5. Berita acara musrenbang kelurahan

PROSES  MUSRENBANG KELURAHAN

Pra Musrenbang Kelurahan

Yang perlu disiapkan untuk penyelenggaraan adalah :

  1. Pembentukan Tim Penyelenggara Musrenbang (TPM) oleh Lurah
  2. Menetapkan fasilitator yang berasal dari aparat (ditentukan oleh Lurah) dan masyarakat (dipilih oleh warga);
  3. Menyusun jadwal dan agenda Musrenbang Kelurahan;
  4. Mempersiapkan bahan/materi untuk Musrenbang Kelurahan;
  5. Mengumumkan secara terbuka tentang jadwal, agenda, dan tempat Musrenbang Kelurahan;
  6. Melakukan musyawarah/rembug RT/RW
  7. Daftar prioritas masalah dari tingkat di bawah Kelurahan
  8. Peta potensi dan permasalahan Kelurahan (peta kerawanan kemiskinan, pengangguran, dll.);
  9. Dokumen Rencana Pembangunan Jangka Menengah (RPJM) Kelurahan;
  10. Informasi dari Pemerintah Kota tentang perkiraan jumlah Dana Alokasi Kelurahan yang akan dialokasikan Kelurahan yang bersangkutan;
  11. Informasi dari Pemerintah Kota tentang isyu-isyu strategis daerah;
  12. Informasi tentang jumlah usulan yang dihasilkan pada forum sejenis di tahun sebelumnya yang telah terealisasi.
  13. Evaluasi pelaksanaan pembangunan Kelurahan pada tahun sebelumnya.
  14. Daftar nama para wakil kelompok fungsional/asosiasi warga, koperasi, LSM atau organisasi lain dan pedagang.

Pelaksanaan Musrenbang Kelurahan

  1. Pendaftaran peserta.
  2. Pemaparan Camat atas prioritas kegiatan pembangunan di Kecamatan yang bersangkutan
  3. Lurah mempresentasikan prioritas masalah  Kelurahan sesuai hasil Pra Musrenbang (seperti kemiskinan, pengangguran, kesehatan, dan pendidikan);
  4. Membahas Dokumen RPJM Kelurahan (Hasil evaluasi Renja SKPD Kelurahan yang sudah berjalan).
  5. Menyampaikan informasi tentang perkiraan jumlah Dana Alokasi Kelurahan yang berasal dari pemerintah Kota (Kegiatan pembangunan yang dilakukan oleh SKPD yang sudah berjalan di wilayah kelurahan)
  6. Menyampaikan informasi tentang isyu-isyu strategis Kota;
  7. Membahas pelaksanaan pembangunan Kelurahan tahun sebelumnya termasuk mendiskusikan tentang jumlah usulan yang dihasilkan pada forum sejenis di tahun sebelumnya yang telah terealisasikan;
  8. Merumuskan kriteria bersama dalam menentukan prioritas untuk menyeleksi usulan;
  9. Pemaparan masalah utama yang dihadapi oleh masyarakat Kelurahan  oleh beberapa perwakilan dari masyarakat misalnya : ketua RW / RT, PKK, Karang Taruna dan lain-lain.
  10. Pemisahan kegiatan berdasarkan: a). Kegiatan yang akan diselesaikan sendiri di tingkat Kelurahan dan  b). Kegiatan yang menjadi tanggung jawab Satuan Kerja Perangkat Daerah yang akan dibahas dalam Musrenbang tahunan Kecamatan.
  11. Membahas prioritas pembangunan tahun yang akan datang beserta pendanaannya sesuai dengan potensi serta permasalahan kelurahan;
  12. Penetapan prioritas kegiatan pembangunan tahun yang akan datang sesuai dengan potensi serta permasalahan di Kelurahan yang akan diusung ke Musrenbang Kecamatan
  13. Musyawarah penentuan tim delegasi Kelurahan dengan proses sbb:
  • Penyampaian/penyepakatan kriteria tim delegasi Kelurahan.
  • Penentuan calon dari peserta musrenbang kelurahan.
  • Pemilihan/pengambilan suara.
  • Penyampaian/penyepakatan mandat yang diberikan kepada tim delegasi
  • Penetapan daftar nama 3-5 orang (masyarakat) delegasi dari peserta Musrenbang Kelurahan untuk menghadiri musrenbang Kecamatan. Dalam komposisi delegasi tersebut terdapat perwakilan perempuan
  • Berita acara Musrenbang Tahunan
