Informasi merupakan kebutuhan pokok setiap orang bagi pengembangan pribadi dan lingkungan sosialnya serta merupakan bagian penting bagi ketahanan nasional. Hak memperoleh informasi merupakan hak asasi manusia dan keterbukaan informasi publik merupakan salah satu ciri penting negara demokratis yang menjunjung tinggi kedaulatan rakyat untuk mewujudkan penyelenggaraan negara yang baik. Keterbukaan informasi publik merupakan sarana dalam mengoptimalkan pengawasan publik terhadap penyelenggaraan negara dan Badan Publik lainnya dan segala sesuatu yang berakibat pada kepentingan publik sebagaimana yang diamanatkan dalam Undang-Undang Nomor 14 Tahun 2008.

Sesuai dengan Keputusan Menteri Komunikasi dan Informatika Nomor 117 Tahun 2010 tentang Organisasi Pengelola Informasi dan Dokumentasi dimana salah satu tugas Pejabat Pengelola Informasi dan Dokumentasi (PPID) menyediakan akses informasi publik bagi pemohon informasi. Terkait dengan tugas tersebut, PPID menetapkan standar layanan informasi di lingkungan Kementerian Komunikasi dan Informatika dalam rangka penyelenggraan pelayanan publik dengan menyediakan sarana, prasarana, fasilitas berupa desk layanan informasi, fasilitas pendukung seperti layanan akses internet gratis, petugas pelaksana layanan informasi, instrumen transaksi, produk pelayanan, serta menetapkan waktu layanan informasi.Sesuai dengan Peraturan Menteri Komunikasi dan Informatika Nomor 1 Tahun 2016 Tentang Organisasi dan Tata Kerja Kementerian Komunikasi dan Informatika. KM Kominfo No.117 Tahun 2010 dirubah menjadi KM Kominfo No. 1740 tentang Organisasi Pengelola Informasi dan Dokumentasi Kementerian Komunikasi dan Informatika.
